This is because the insurance companies have a policy of repairing whenever possible as opposed to replacing windscreens. This policy creates a saving of millions of pounds each year and is becoming quite heavily promoted.
Most insurance companies do not charge an excess on a repair, only on a replacement, so most customers are only required to sign a certificate of satisfaction. Additionally, having their windscreen repaired does not affect their no-claims bonus. Effectively the repairs are completely FREE-OF-CHARGE to the customer.
